Assignment: Read Article I Section 8, Article 2 Section 2 of the US Constitution, and the War Powers Resolution of 1973 online.

Roundtable Discussion (FNC):  Discuss the President’s speech. Why is the President making this speech?  Who is his target audience? Why are they important? How does the President's proposals and descriptions fit with his Constitutional duties? How does the War Powers Resolution of 1973 change his Constitutional obligations to Congress and the citizens?
